Central Houghton Neighbors- The agenda for the Central Houghton Neighborhood Association's meeting on Tuesday October 11 is attached. I want to thank all of our volunteers for making it a really fun event. The School of Rock provided some excellent music and they really rocked. Lake Washington Physical Therapy put on an excellent Youth Challenge Course which received lots of positive reviews. We have added a number of people to our distribution list. Welcome!! Many names were added from the Labor Day event - I hope that I got the email addresses input correctly. In addition to our meeting agenda, I want to alert our members to some upcoming meetings that will happen before our meeting that you may be interested in.
The focus of the October 4 public hearing is on revenue sources. The City Council Agenda and Packet can be accessed here. 3. Carillon Apartments Amenities Building Public Hearing - Tuesday October 11 (9:30 AM) The City's Hearing Examiner will be holding a public hearing on a proposed amenity building for the Carillon Point Apartments located at 5604 Lakeview Drive. Background: City Council approved the existing Master Plan in 1988. It included plans for a recreation building in an area along Lake Washington Blvd. that is now encumbered by a stream and critical area buffers. This means that the approved location is no longer code-compliant per KZC 90. Over the years, the property owners decided not to construct the recreation building; however, in 2019, the applicants chose to pursue an amenity building. With the 1988 location no longer code-compliant, the application proposes to locate the amenity building along the east side of the property adjacent to the CKC outside of any streams, wetlands, and associated buffers. Application Materials: The staff report is still being finalized, so check the City's Hearing Examiner's web site during the week. A copy of the applicant’s plans and public amenity package are attached below for your reference. Public Comment: Written comments must be submitted by 5:00 PM on October 10, 2022, the day before the hearing; however, the October 11 public hearing is open to everyone, and anyone in attendance will have an opportunity to speak. Written comments should refer to Permit No. ZON21-00460 and include the commenter’s name, address, and e-mail address. We hope to see you at the October 11 CHNA meeting. The more people that participate, the better the Neighborhood Association can assist in working toward keeping and improving our community for all. To All- A reminder that our September meeting was rescheduled to next Tuesday (October 12) starting at 7:00 PM. The meeting will be held virtually via Zoom. The agenda is attached. We will have Lt. Goguen of the Kirkland Police Department as a guest to answer questions about safety and crime activities and changes in the Police Department. Much of the remainder of the meeting will focus on transportation planning and projects. Kimberly Scrivner of the City's Transportation Department will provide a presentation on the City's update of the Active Transportation Plan. The update to this plan will incorporate new innovative solutions that are designed to accommodate people of all ages and abilities for residents and visitors to feel more comfortable when choosing to walk or bike. It will also focus on completing connections, improving bike parking and considering technologies that can both facilitate travel by walking and bicycling and also to help the city better evaluate how many people are walking and bicycling in Kirkland. The Active Transportation Plan will lead into CHNA's initial discussion of potential projects to submit for the 2022 Neighborhood Safety Program (NSP). John Jordan from Northwest University (NU) also will join us. He will provide an update on the University's current activities and on the implementation of the NU Master Plan. We will then provide updates on several topics including the NE 85th Station Area Plan and Houghton Transfer Station Siting Project. As we previously noted the November 2 election includes 4 City Council positions. It also includes a ballot measure on whether to reauthorize the Houghton Municipal Corporation (Houghton Community Council) for four more years. The seven HCC member positions are also on the ballot and they would be elected if the HCC ballot measure is approved. The notes from the May 11, 2021 meeting of the Central Houghton Neighborhood Association are provided below. As noted at the meeting, the Houghton Community Council (HCC) recently approved Resolution 2021-3 to put the continuance of the Houghton community municipal corporation to a vote of the people that reside within the boundaries of the former Town of Houghton. Every four years, Houghton residents are asked to vote on whether the HCC remains part of our government process. The Community Council, which is part of Kirkland’s city government, resulted from an agreement made in 1968 when the voters of the former Town of Houghton agreed to consolidate with the City of Kirkland. One of the conditions of the consolidation was that Houghton retain a council with land use jurisdiction applying within the HCC boundaries. The Community Council has approval or disapproval (veto) authority over the Kirkland City Council decisions on certain types of land use decisions within the corporation boundaries. These include comprehensive plans, zoning ordinances, conditional use permits, subdivision ordinances, subdivision plats, and planned unit developments. The November ballot also will include elections for seven Councilmember positions, who will serve four-year terms if the continuance of the HCC is approved. If you are a resident within the HCC boundaries (see map), you can file to run for one of these Council positions. The filing period runs from May 17 to 21. King County has produced an elections Manual with the necessary information on filing, including dates and forms. The Manual and other election information can be accessed here. We also have open Board positions which we would love to fill to help bring more ideas to the Association on how to improve our role in informing the community and hopefully making Central Houghton and all of Kirkland a better place for all. What is now the Cross Kirkland Corridor was previously a part of the Lake Washington Belt Line railroad. Kirkland History.org has documented the history of rail service along the Lake Washington Belt Line (LWBL), including it's section serving the Central Houghton, Lakeview and Everest neighborhoods (as well as others).
The history and historical photos are very interesting. 1. Introductions/ Comments from the Audience Virtual meeting attendees introduced themselves and shared their areas of interest and other comments. They also were asked to share any acts of kindness or other types of activities related to the Covid pandemic. City Council member Kelli Curtis noted that the City Council have been busy with Covid and other topics. She noted that the Council was going to discuss plans for opening parks and recreation facilities at their May 19 meeting. 2. Board Reports Larry Toedtli, as acting Treasurer, reported that the CHNA had just over $1900 in the CHNA account. He noted that this is approximately $400 less than last August. The decrease was associated with costs for the 2019 Crossing Kirkland event, November 2019 renewal of the web site hosting, and filing of the Washington State Annual Report. These funds will be reimbursed through the City Matching Grant probably near the end of 2020. It is unlikely that additional expenditures will be made for the 2020 Crossing Kirkland event that were planned for in the approved CHNA grant application. Larry also noted that he had filed the Washington State Annual Report in February and the IRS Form 990 in May, as required as a non-profit. 3. Board Elections The CHNA Bylaws include provisions for election of Board positions at the May annual meeting. Four positions are available – President, Vice President, Secretary, and Treasurer. The following officers were elected for the 2020-2021 CHNA calendar.

This Saturday, September 7, the Central Houghton Neighborhood Association will have a station as part of the 3rd Annual Crossing Kirkland event. The event is from 11 AM to 3 PM. CHNA will be at the Feriton Spur/Google campus. We will have activities for children, including braiding and face painting. For those of you that may not be familiar with the event - Crossing Kirkland is a for-neighbors-by-neighbors block party along the Cross Kirkland Corridor. This year three neighborhood-sponsored stations stretch from Feriton Spur (Google) in the south (including CHNA) up to 7th Ave in the north. Participants bike, walk, and take advantage of city-provided shuttles to see the whole event. This year we’ll be adding local musicians, a community art project, and a kids fun run. The Central Houghton Neighborhood Association's (CHNA) next meeting will be Tuesday September 10 at 7:00. It will be held at Fire Station 22 -- 6602 108 Ave NE. The following includes information on some ongoing and upcoming items which may be of interest to our membership before the next meeting. 1. Tree Code Revisions: A primary purpose of the tree code is to define what trees must be retained and requirements for planting more trees with development. It also addresses how many trees a property owner can remove each year without development. The tree code also addresses a range of other items that may affect your property or other properties as part of development or landscaping, etc.
