CHNA March 8, 2022 Meeting Agenda and Zoom Link

2/27/2022

CHNA Members and Guests:

The agenda for our regular meeting on March 8 (7:00 pm) is attached. We will have updates on several topics including:
  • State Legislation on Sunsetting the Houghton Community Council -HB 1769
  • La Quinta Hotel Homeless Housing Proposal
  • CHNA 2022 Mailer and Event Planning
  • Potential Changes to Our CHNA Bylaws (see attachment)
  • Various City Code and Plan amendments
A couple of the topics will likely evolve between now and the date of our meeting.

1. State Legislation on Sunsetting the Houghton Community Council
HB 1769 (web link above) has passed the State House and is now on the floor of the State Senate. The bill could be voted on any day.. The Legislative session is scheduled to end March 10.

The bill, as currently written, would effectively sunset the existence of the Houghton Community Council immediately. This would ignore the overwhelming (76%) vote of Houghton residents on November 2, 2021 to extend the HCC until December 31, 2025. You can contact any of the Senators to share your thoughts to express your position on the bill. Senators (wa.gov)

2. La Quinta Hotel for Housing

I want to make sure that you are aware that the Houghton Community Council Meeting on Monday February 28 includes discussion of the proposed purchase of the La Quinta Hotel for use as a permanent supportive housing facility.

The Chair of the Houghton Community Council has asked for representatives from King County and the City of Kirkland to attend the Houghton Community Council meeting occurring Monday, February 28, 2022, at 7 p.m. via Zoom and provide information on the potential purchase of La Quinta Hotel by King County for permanent supportive housing.
To view the agenda, including Zoom webinar information, please visit the City's website.

You can read more about the program at - King County's Health Through Housing Initiative in Kirkland – City of Kirkland (kirklandwa.gov)

I look forward to seeing you at the meeting next week. As always, please let us know if you have ideas for topics for future meetings or would like to be part of our Board.

City Survey

We Want to Hear From You!
We need your help in becoming a more transparent government! The City of Kirkland is creating new ways to share information with the community about how the City as an organization is performing. Please take our survey here.
This is part of a larger effort of ensuring the safety and respect of Black people and examining and dismantling structural racism in Kirkland. For more information on that effort, please visit the City’s website.

Houghton Community Council Action

At the March 22 meeting of the Houghton Community Council (HCC), the HCC approved Resolution 2021-3 relating to the continuance of the Houghton Community Council.
Approval of the Resolution will put the continuance of the Community Council for four more years (starting January 1, 2022) to a vote of the people that reside within the HCC boundaries.
Along with the vote on whether to continue or not continue the Houghton Community Council, the November ballot will include elections for seven Houghton Community Councilmember positions who will serve for the four year term if the continuance of the HCC is approved by voters. If you are a resident within the HCC boundaries (see map) you can file to run for one of these Council positions. King County has produced an elections Manual with the necessary information on filing, including dates and forms. The Manual can be accessed here.

More information on the Houghton Community Council can be found on the City of Kirkland web site - Houghton Community Council.

November 12,  2019 CHNA Meeting Notes

11/26/2019

The notes from the November 12, 2019 Central Houghton Neighborhood Association (CHNA) are attached (or you can download from the below link).

Our next regularly scheduled meeting will be Tuesday January 14 at 7:00 PM at Fire Station 22 (on 108th Avenue NE). If you have ideas for the meeting please let us know - centralhoughton@gmail.com

We also have a couple of Board positions open - Vice President and Treasurer -
these do not take much time, but will help us out immensely. Please contact us if you want to learn more.

There are a few items that I want to bring your attention to.

RapidRide K Line Planning

Metro is evaluating options for a new RapidRide line that will serve Kirkland. This will affect transit service in Kirkland, as routes 234/235 and 255 may have service cuts depending on where this new proposed line is routed.
Please take the survey and let King County know how you feel about transit in Kirkland! ACT Now - Survey Closes TODAY (11/26)!!!
https://kingcounty.gov/depts/transportation/metro/programs-projects/fares-routes-and-service/rapidride-expansion/k-line.aspx.

Active Transportation Plan
The City of Kirkland wants to make walking and biking safer, easier, and more accessible for everyone.  Safe and active transportation enables people of all ages and abilities/disabilities to get where they need to go safely and efficiently. We need to hear from you! Your thoughts will help the City update our Active Transportation Plan and develop Safer Routes to School Action Plans. These plans guide the City's future investments in transportation infrastructure.
Take our short survey today!

Sign Compliance Volunteer Openings
  • Sign clutter is unsightly and a safety hazard (we need eyes on the road, not reading signs).
  • Volunteers help code enforcement officers identify and collect non-compliant signs.
  • Since the program began a year ago, hundreds of signs have been removed from Kirkland roads.
  • The goal is to have a sign volunteer in each neighborhood. We know our neighborhoods best and can most effectively identify and monitor problem areas.

Please contact the City if you are interested or have questions. The City contact is -- Patrick Tefft (City of Kirkland volunteer coordinator, PTefft@kirklandwa.gov)

Some of the types of signs not allowed in Kirkland:
  • Offsite commercial signs, including real estate arrows (open house A-boards are allowed only when a property is open for viewing, and only within ¼ mile of the property)
  • Inflatable signs (“dancing dudes”)
  • Signs with balloons attached
  • Feather flags
  • Signs attached to utility poles or street signs
  • Signs in medians
  • Campaign signs more than 7 days after an election

CHNA Mailer Assistance

CHNA is developing a brochure/mailer to help us reach out to everyone in the Central Houghton Neighborhood so we can help keep people informed and hear other ideas, concerns, and perspectives. If you would like to assist with your creative design, graphics, editing, and any other skills/interest, please contact us at centralhoughton@gmail.com . We hope to meet in December to get started on the new mailer.

Thanks and Happy Thanksgiving
