 I hope you all had an enjoyable summer, even with the Covid-19 pandemic.
City facilities remain closed, therefore we will be hosting a virtual meeting using Zoom.

March 10, 2020 CHNA Meeting Agenda - Meeting Cancelled

As some of you may know, the City of Kirkland has suspended/cancelled all meetings and events at City facilities until the end of March (except the March 17 City Council meeting). The City hopes this will help reduce the spread of the coronavirus in Kirkland. City personnel is all departments are supporting the response to Covid-19. City staff support all of the various meetings, including our neighborhood meeting. Cancelling the meetings will allow the City to prioritize these staff resources to the Covid-19 response and other work.
 
Therefore, the Central Houghton Neighborhood Association meeting scheduled for March 10 is Cancelled.  We have tentatively rescheduled our meeting to April 14, pending the availability of facilities and direction from the City and health authorities.

In the meantime, the following links can provide you information on current and upcoming topics.

  • Neighborhood Safety Program Crosswalk Improvement at Phyllis Needy Park - City Council may address funding for the flashing crosswalk lights at their March 17 meeting.

February 11,  2020 CHNA Meeting Notes

The January 14 meeting of the Central Houghton Neighborhood Association (CHNA) was rescheduled to February 11 due to inclement weather. The notes from the meeting are attached (or you can download them from the link below).

Our next meeting is scheduled for Tuesday March 10, starting at 7:00 PM. If you have ideas for meeting topics, or any other comments or questions, please email us at

We have a couple of board positions open - Vice President and Treasurer. These positions allow you to help CHNA support and promote our neighborhood. These positions do not require much time but would help broaden the discussion and perspectives of the CHNA leadership team.

Following the February 11 meeting, the City's Planning Commission forwarded its recommendations on code changes related to Missing Middle Housing and Accessory Dwelling Units to the City Council. The City Council is scheduled to take action on these code changes at its March 3 meeting. The City Council packet can be found here:

The City Council is also continuing to review and discuss various elements of the proposed changes to the Tree Code (Chapter 95 of the Zoning Code). These changes will affect properties with and without development. The City Council is currently scheduled to continue their discussion at their March 17, April 7, and April 21 meetings. if interested in this topic you can access the Council packets the Friday before each of these meetings from the City Council's web page.

The January 14 meeting of the Central Houghton Neighborhood Association (CHNA) was rescheduled to February 11 due to inclement weather. The updated agenda for the February 11 meeting  is attached. We will have short presentations from the Kirkland Downtown Association and Kirkland's Senior Council. We also will be providing updates on several ongoing City activities. The notes from the November 12, 2019 Central Houghton Neighborhood Association (CHNA) are attached (or you can download from the below link).
 

Our next regularly scheduled meeting will be Tuesday January 14 at 7:00 PM at Fire Station 22 (on 108th Avenue NE). If you have ideas for the meeting please let us know - centralhoughton@gmail.com

There are a few items that I want to bring your attention to.

RapidRide K Line Planning 

Metro is evaluating options for a new RapidRide line that will serve Kirkland. This will affect transit service in Kirkland, as routes 234/235 and 255 may have service cuts depending on where this new proposed line is routed.

Active Transportation Plan 
The City of Kirkland wants to make walking and biking safer, easier, and more accessible for everyone.  Safe and active transportation enables people of all ages and abilities/disabilities to get where they need to go safely and efficiently. We need to hear from you! Your thoughts will help the City update our Active Transportation Plan and develop Safer Routes to School Action Plans. These plans guide the City's future investments in transportation infrastructure.

Sign Compliance Volunteer Openings
  • Sign clutter is unsightly and a safety hazard (we need eyes on the road, not reading signs).
  • Volunteers help code enforcement officers identify and collect non-compliant signs.
  • Since the program began a year ago, hundreds of signs have been removed from Kirkland roads.
  • The goal is to have a sign volunteer in each neighborhood. We know our neighborhoods best and can most effectively identify and monitor problem areas.

Some of the types of signs not allowed in Kirkland:
  • Offsite commercial signs, including real estate arrows (open house A-boards are allowed only when a property is open for viewing, and only within ¼ mile of the property)
  • Inflatable signs (“dancing dudes”)
  • Signs with balloons attached
  • Feather flags
  • Signs attached to utility poles or street signs
  • Signs in medians
  • Campaign signs more than 7 days after an election


CHNA Mailer Assistance

CHNA is developing a brochure/mailer to help us reach out to everyone in the Central Houghton Neighborhood so we can help keep people informed and hear other ideas, concerns, and perspectives. If you would like to assist with your creative design, graphics, editing, and any other skills/interest, please contact us at centralhoughton@gmail.com . We hope to meet in December to get started on the new mailer.

October 2019 In Lieu of Meeting Notices

Last year, CHNA moved to a schedule of meetings approximately every other month. We have regularly scheduled meetings on the 2nd Tuesday of each month in September, November, January, March, and May. As needed, we may schedule additional meetings based on specific topics that are more imminent than our regular meeting schedule allows.
 
We also periodically send out emails to the distribution list to provide updates on topics and notices of upcoming events that may be of interest.

  • Community Safety Advisory Committee -  The City is looking for neighborhood representatives to serve on the the Community Safety Advisory Group to help review a list of potential projects for a ballot measure for November 2020.     "The Community Safety Advisory Group (CSAG) will meet for the duration of October 2019 to March 2020 to review a menu of major investments for fire station seismic renovation, expansion, additional firefighter staffing, potential training facilities, and funding mechanisms for a November 2020 ballot measure for Fire and Emergency Medical Services. The CSAG's recommendation to the Council will be presented March of 2020. The Council will then have until July 21 to approve the ordinance placing the measure on the ballot for the November 3, 2020 General Election.

Central Houghton Neighborhood Association Update in Lieu of Meeting          July 4 2019

​Hope you are all having a fabulous holiday.

​The Central Houghton Neighborhood Association's (CHNA) next meeting will be Tuesday September 10 at 7:00. It will be held at Fire Station 22 -- 6602 108 Ave NE.
 
The following includes information on some ongoing and upcoming items which may be of interest to our membership before the next meeting.  
 
1. Tree Code Revisions: A primary purpose of the tree code is to define what trees must be retained and requirements for planting more trees with development. It also addresses how many trees a property owner can remove each year without development. The tree code also addresses a range of other items that may affect your property or other properties as part of development or landscaping, etc.
  • Thursday July 11 @ 7:00 PM City Council Chambers -  The Kirkland Planning Commission will meet to start reviewing the first draft of the code changes.   • Monday July 22 @ 7:00 PM City Council Chambers - The Houghton Community Council will start their review of the initial draft code.

2. Northwest University Master Plan Hearing
  • The joint Hearing Examiner and Houghton Community Council public hearing on Northwest University's proposed Master Plan was continued from June 11  to a date yet to be established.
  • When a new date is established, the City will provide public notice. CHNA will send out an email when we have a date and time.
  • Oral testimony on the Master Plan is closed.
  • Written comments/testimony can still be made - send them to Tony Leavitt, Senior Planner -   tleavitt@kirklandwa.gov. Be sure to include the project file number in the subject line -   ZON16-02063 

3. Crossing Kirkland Event
  • CHNA will be participating in the Crossing Kirkland event on Saturday September 7 on the Cross Kirkland Corridor. 
  • We will be part of the station at the Google site
  • We are currently gathering ideas and formulating a plan - if you have some thoughts, please share them with us
  • If you would like to help in the planning or day of event activities (set-up, assisting at the station/booth, clean up) please let us know - the more the merrier and many hands makes light work
  • You can simply reply to this email or send a separate email to centralhoughton@gmail.com

4. King County Metro South Kirkland Bus Route Changes
  • Regular riders of Route 255 already are aware that the route no longer stops at the Montlake Station because of construction of the west segment of the SR 520 bridge corridor.
  • You can no longer take the 255 and get off at Montlake to go to UW . Sound Transit will still be running ST 540 during peak hours and Sound Transit has added service to ST 542 (Redmond to University District). You can transfer at Evergreen Point Station to the 542 and it will take you into the Stadium/Link station area and through the University district
  • End of August/early September 2019 – Montlake Triangle improvements are to be finished. Bus stops will be consolidated in front of UW Stadium and the Link Station. This should make for much easier and safer connections to and from Link. 
  • March 2020 - route 255 will most likely be rerouted to terminate at UW/Husky stadium. You will need to transfer to Link Light Rail to continue to downtown Seattle.

           - Find out more details about how routes would change, including new options for routes recommended for deletion, on Metro’s North Eastside Mobility Plan website.  
          - Information about the King County Council’s process, including where to direct comments, can be found on the Mobility & Environment Committee’s website.
